David Onoprishvili Participated in Regional Meeting of Insurance Supervisors in Ljubljana

On 20–21 November 2025, David Onoprishvili, Chairman of the Insurance State Supervision Service of Georgia, participated in the Central, Eastern Europe and Transcaucasia (CEET) Regional Meeting of Insurance Supervisors held in Ljubljana, the capital of Slovenia. David Onoprishvili was invited as a panelist by Gorazd Čibej - Director of Insurance Supervision Agency of the Republic of Slovenia (AZN) and Regional Coordinator of CEET Region within IAIS (International Organization of Insurance Supervisors). The event was focused on Bridging the Gap: Resilience, Risk and Inclusion in Regional Insurance Markets”.

David Onoprishvili participated in a panel discussion of the Session 3 - Transition from Solvency I to Solvency II - moderated by Karel Van Hulle, Professor at the Catholic University Leuven. David Onoprisvhili shared Georgia’s progress toward implementing Solvency II and discussed existing challenges including market size, the need for future systemic changes, lack of sufficient qualified professionals and industry readiness. Other key topics shared by the speakers included:

-       ORSA as a Pillar of Risk-Based Supervision in Insurance,

-       IAIS Insights on the Practical Implementation of Risk-Based Solvency Frameworks (Guidance on Transitioning to a Risk-Based Solvency Regime),

-       Applying Proportionality in Risk-Based Supervision: Lessons from Solvency II,

-       Transitioning to a Risk-based Solvency Regime with Insights from the Solvency II Experience.

The first session addressed strengthening consumer protection in insurance markets, covering issues such as product oversight and governance in practice: supervisory perspectives on consumer protection; The role of intermediaries in enhancing consumer protection and market resilience; Corporate governance and consumer protection and fair treatment of consumers: IAIS perspectives on market conduct.

The Second session was dedicated to the development of the agriculture insurance in the CEET Region. The participants discussed issues related to the advancing agricultural insurance in the CEET region: trends and challenges; regional best practices in agricultural insurance.

The exclusive presentations delivered by participants during the meetings will enable the Insurance State Supervision Service of Georgia to have essential information how challenges are regulated in insurance sector existing within the region and share the best European experiences to support the development of Georgia’s insurance industry and strengthen supervisory approaches.
